I say that it is a persons choice... like branding/pericing/tattooing/ and other body mods. They got it right when they said that its just like getting a breast enhancement, there are risks there too... and people do it.
Hell, they talk about the bacteria thing, my dad knelt on a pin or something small at work one day and almost had to have his leg amputated... so... hello even living is dangerous!

According to the guy in the picture, he can. I'm sure that makes certain activities fun for his partners...
People get clitoral HOOD piercings, not clitoral piercings, as the clitoris is nerves; the hood is the skin.
But about the tongue splitting--it's nothing that I personally would do; if someone else wants to do it and they're not my partner, that's fine. They have to deal with whatever health/employment/whatever consequences that come with such a decision.

To each his own, though, and I think it should remain a personal decision. Laws will only make it more dangerous, by preventing those with proper training to do it relatively safely.
Oh, and, I do think it would make for an interesting french kiss...
