Quota additions. If PNM's maximize their options at pref and list every house whose party she attended on her pref card, she is guaranteed to match to one of them. If all 2-3 houses have made quota before her name comes up, she will match to one of those houses as a Quota Addition. Campuses try to match PNM's with their #1 choice as a reward for maximizing, but also use QA's to even out chapter sizes.

U of Kentucky
Alpha Phi 89 as per chapter Twitter
Alpha Chi Omega 103 per chapter Instagram
I'm having a hard time finding bid numbers this year. I've heard through the grapevine a normally strong recruiting chapter may have missed quota, but can't confirm.

With RFM getting tighter and tighter every year, it's bound to happen. But they can probably pick up the handful they need either in snaps or COB.

From chapter Instagram, University of West Georgia Sigma Kappa, they took 26 new members, not 24 as previously posted
From chapter advisor at the University of Tennessee, Knoxville, quota was 61, and Sigma Kappa has 71 new members!

Holy high hell, last night, I found out my that a very good friend's niece was rushing for the first time as a sophomore at Texas. I lectured my friend. Replace "This is why you wear a helmet skiing" with "This is why you need recs at Texas" lecture. Recruitment at Texas is HELL. Let alone as a sophomore. She should have told me. She needed recs. My friend wouldn't have it. Insisting that her sister and niece had it covered. As a GCer, I have read how crazy it is at Texas. It fricking scares me. Okay, not quite as bad Old Miss, Arkansas or Alabama but close.
Knowing the young woman, I Facebook stalked her. I have met her before. She found her home!!! She is in one of the orgs that there is a not a number for. I can tell you that she is out of state but spent her freshman year at UT. From what I heard, she knew women in some of the chapters. They encouraged her to go through recruitment. As I find out more, I will post. To protect her identity, I will not post the chapter that she found her home at.
For all of you newbies out there...do not assume anything. Just because one sophomore got in, does not mean that your precious snowflake sophomore will get in a sorority at Texas.
I am going to add that aunt went to a big SEC school and was NOT in GLO. Mom was not in GLO.

Two chapters are colonizing this fall and one, for lack of a better term is "special interest." Some girls interested in these chapters may well have not bothered registering or going through the process. The change in numbers doesn't sound surprising to me at all. Plus there has to be ebb and flow occasionally. It can't ALWAYS go up.
