YES, and that is one of the best blessings of using RFM - more chapters reach quota and sometimes beyond, and more women are pledged.
There is no such thing as "open bids to distribute later."
If a chapter has openings - and this is really based on average chapter size rather than a recruitment quota - the chapter may use Continuous Open Bidding (COB, or by its old term, open rush) to fill those slots. This often happens for some of the smaller groups, and will sometimes happen now that so many students graduate in December.
But you cannot count on any chapters - large or small - having spaces available.
Even if a chapter is at or above total, they can COB up to quota after formal recruitment if they failed to make quota. It's not common at all or something to be counted on but is in the realm of possibilities.

I think they are great. Because it puts the members where they want to be, the chapters want those members, otherwise they wouldnt have been invited to pref, and this really would only apply to the 1 pref party girls. It appears Tri Delta has two sets of twins, one set from Tennessee and one from Alabama.

Congratulations to everyone! Based on numbers alone it looks like it was a very balanced rush. A couple are really high, but it looks like quota of +/- 60 is good and attained by all.

Is it time to add another chapter?

OK so maybe my brain is fried from all the screaming and what not, but why is there such a difference in the toal number of pledges?

My dau was devastated, actually running in the opposite direction of the chapter rooms...........oh my it was terrible. She got her 3 rd choice. My feeling is that she was fortunate to get to have a 3rd choice, but she doesn't see it that way right now. I MADE her go to the chapter room and meet everyone. Yep, she was the only one ballin her eyes out, so it was obvious what happened. Its a good chapter, really good one.

Now time will tell if she'll get ostracized for being such a brat (which she was! I didn't raise her like that!) or if they'll embrace her and make her feel at home. Or if she'll stick with them, we'll have to wait it out. I think she was more upset because it was her 3rd choice. She said, "whats wrong with me?" It broke my heart but I told her all along that Rush can be cruel and harsh, and wonderful all at the same time. I cried all the way home just because she was crying. My husband thinks I'm an idiot.

Wish me luck, need lots of prayers!!
