I don't know a thing about UCI, but it is not uncommon for bids to be handed out at all different times during informal rush. The fact that someone else has a bid does not mean that you have passed some magic deadline and that you will not be getting one.
Well I guess he received a phone call telling him to fill out recruitment forms. We're both not sure exactly what it means since I didn't receive a phone call, but I know it can mean many other things too.
