Is there a place or person I can talk with to see what sort of bylaws are usually in place, event ideas and what kind of process is usually used to creat a group on campus, or go panhellenic?

I am afraid that GreekChat is not the place to start. You must start by talking to your campus administration. They may very well not want Greek life on campus. Being in Canada where Greek life is not as popular as in the US, you might be fighting a lost cause.
Paging Jen (who knows about BC I believe). Kamloops is still a bit of a haul from Vancouver. UBC has one of the stronger Greek lifes in Canada, but that is probably due to its long history (since the 1920's), flagship status and location in a major metro area. Jen may be able to provide insights as to why schools such as Simon Fraser and Lethbridge have encountered challenges to establishing Greek groups despite their proximity to campuses with Greek Life.
