You are right, I was mistaken. At IU, suspension was always equal to closure of the chapter for a period of time, usually over 4 years. The exception was deferred suspension, where chapters were one mistake away from closure. I was unaware that a cease and desist was referred to by suspension at other schools. I missed that upon my first reading of the article and apologize for spreading misinformation.
