I'll let the GC recruitment experts chime in, but as I understand it, the only school that has Guaranteed Placement is Tufts. At all other schools that participate in RFM, PNMs who maximize their options have a higher chance at getting a bid to a sorority that they attend for preferance round.

We've had lots of discussions about this, but if you complete preference and include all of your preference party chapters on your bid card, you SHOULD get a bid. There has been discussion about the rules getting overridden because of last minute things that come up (the primary one I ascertained was girl goes into preference with a bitchy attitude so the chapter asks to have her taken completely off their list). But under normal circumstances, if the rushee attends all the parties to which she was invited and lists all of her choices at the end, she should get a bid. That's what quota additions are for.
