At the end of all rounds of bid-matching, if there are any unmatched bids the potential members are contacted and asked if they would accept a bid from a chapter not listed on their pref card. If this rushee declined an invitation with interest AND that chapter had this girl on their preference list, that chapter can offer her a bid. Sometimes the rushee won't want to accept a bid from another chapter. In those cases, she is eligible for snap bidding and/or informal rush.

According to NPC rules and agreements, after a potential member leaves her last preference event, she writes down, in order of preference, the names of the sororities from whom she would accept a bid. These chapters
must be the ones whose events the rushee attended that evening. If the rushee only attended 2 parties, then she only submits 2 names.
A potential member would not get offered a bid from a group not on her card, unless she did not match bids with any of her selections AND they contacted her to ask if she would accept a bid from another house.

In a way. Because potential members must cut a certain number of chapters, narrowing their choices as they go, a rushee could really have a hard time deciding what invites to accept. If they are truly interested in a chapter, but decide to decline with interest that leaves an opportunity open. In addition, the chapter that was declined with interest can still invite the rushee back the next day. I've seen girls decline with interest an invitation from chapter QQQ in favor of chapter BBB. At the end of the events that day, the rushee may decide that BBB is not for her and the next day receives an invite from QQQ. She can accept that invite.
