All NIC fraternities, by mutual agreement, have the understanding that if you are initiated into an NIC fraternity or another local at your current institution, you may not join another fraternity (unless it's service or profressional based).

Actually NIC bylaws say nothing about locals, and I think leaves it up to the policies of the various fraternities on that point.
