Fights, along with fires and falls from high places are among the top Risk Management issues according to a session I attended when I was a Division Vice President.

In 90 plus percent of the cases in all of the above, alcohol was a factor.

There is already precedent on a number of campuses for the following quote from the like above.

"Potentially the most divisive idea to emerge would impose on-campus student discipline for off-campus behavior. A proposal to extend the student code of conduct is expected to be presented to UW President Mark Emmert by the end of December."

Yes, my university considers all organizations (including greek) an extension of the university, and since the campus is "dry," so are its organizations. There are many cases every year of students and organizations being disciplined for illegal/rule-breaking conduct off campus.

Universities have different reasons for going this route - reputation, university standards and beliefs, town/police relations, insurance/liability.
