ETA: So the owner of the vehicle could be the legacy of a member to said org and be a member to the org via mother/daughter, aunt/niece, cousins, sisters and likely some more combinations which will vary by org. If my mother became an SGRho today, she could put that frame on her car because she's my legacy.
