APO/GSS/OPA always grouped together?

1) Are there any circumstances where either a National reference or a campus administration should *not* group Alpha Phi Omega, Gamma Sigma Sigma and Omega Phi Alpha together?

2) Presuming they do so, what other college organizations should be in that Group?
Because "undergrads, please abandon your national policies and make something up" will end well --KnightShadow
