If you truly want to bring the Greek system to your school, and the school is open for it, focus on bringing in NPC groups in general. Don't get married to one group too soon in the process, because as others have noted it unfortunately doesn't quite work that way.

If your school formally opens for expansion (which you can certainly push for and provide support for), various NPC groups may submit packets of interest for the school to review. The school would then select 1 or more of the interested groups. However, not all groups will be interested, and you may find that a different org is a better match for your school. Kappa may very well be interested- but there's also a possibility that it won't want to expand at this particular school or its expansion resources are already tied up elsewhere.

ETA: If your school is unable to open for NPC expansion for whatever reason but you still want the sorority experience and lifestyle, consider locals. There may already be local sororities on your campus, or (opening rabbit hole) you could start one. Some locals stay locals for 100+ years because that is their interest and tradition, others form with the purpose of becoming an NPC, and some form with intent of staying local but later decide to become part of an NPC org.
