I would think it is similar to how IU uses RFM. Each chapter submits their "quota" to the greek life office. The greek life office then uses that number to determine how many invites the chapter needs to have for each round.
So at IU, one chapter might have a quota of 50 and is told to invite 800 women to a round, while another chapter with a quota of 35 might me told to invite 500 to the same round- even though both chapters have similar return rates.
I hope I am explaining it right- I understand it, but trying to explain it is a different matter!

While I was in college in the 2000s, Greek Affairs adjusted total each year during recruitment and then Greek Affairs determined what each chapter's quota would be based on how many new members it would take a chapter to reach total. Every effort was made to place all PNMs who made it to Pref and 'played fair'. How they did this, I have no idea. Bid matching was still done by hand at that time, so that probably helped them out.
I do not know exactly how quota is determined anymore. Nebraska did switch to a no frills rush in the last few years which made some really big changes. Maybe they changed quota to work like pretty much every other campus. The 2 pledges classes reported in here are very similar in size which would support that idea.

It's Alpha Wednesday for Alpha Delta Pi, and here are the latest numbers:
58 - Georgia College & State University
63 - Oklahoma State University
40 - Troy University
27 - Valdosta State University
60 - Auburn University
68 - University of Georgia
FYI - These figures are all officially from our International Headquarters, so they aren't the most up to date, but they are accurate.
