What we did for our site is contact local ISP services and ask them to donate hosting service, that way we only had to pay to register our domain name. This type of donation may or may not include an e-mail address using your domain, so be sure to ask. In our case, it does not include e-mail forwarding, but that's OK since I do all our web & e-mail stuff and also maintain the Beta Gamma chapter web site through our domain.
Basically, I just presented the facts: we're a non-profit organization looking for free domain hosting, and that we wouldn't need too much server space. The ISP gets a tax write-off, too.
If you cannot find someone to donate hosting space, I can recommend a hosting provider in PA that gives you a lot for the money including a lot of e-mail addresses (which means you could set up addressed for your entire EC/PC and just change mail forwarding or whatever as people change over positions).
