NPC expansion by Presentation (when did it start?)

When did the NPC start with its current concept of expansion where if a campus was open for expansion, multiple NPC sororities would present and then one would be chosen?

Or put another way, when did the idea of a woman specifically wanting to bring a Delta Delta Delta (to pick one of the founding NPC members) chapter to a campus no longer became something that could be done.

Have you considered contacting NPC with these sorts of questions? Why not go directly to the source for the most accuracy?

I haven't had much luck with getting these sort of historical questions answered by the NPC office.
