APO/GSS/OPA always grouped together?

1) Are there any circumstances where either a National reference or a campus administration should *not* group Alpha Phi Omega, Gamma Sigma Sigma and Omega Phi Alpha together?

2) Presuming they do so, what other college organizations should be in that Group?
