Some of the "vote" will depend on if your talking NPHC, NPC, informal or formal rush.
Rather then look at pure pro/con votes to get in, a larger picture needs to be looked at. Reasons are more important than votes. If a small number (less then 5%) have only personal reasons, and you prove your worth and dedication to the other members, you will find that those votes may mean few. If these women don't support you because of your character, a preceeding bad reputation, or something that affects the whole sisterhood, you will find that those votes carry much weight. A sisterhood grows with quality members that add to the strength of the chapter. Take some time to search within yourself and find out what you have to offer the sisterhood, why you want to join this sisterhood and in turn ask yourself what you will bring good and bad to the sisterhood. While I don't know what goes on behind closed doors at other sororities, If you know those answers to those questions and you exemplify the answers in character, manner, behavior, the sisters of the sorority should come to the same conculsion.
As far as some of the other questions, each sisterhood does vary and most processes of choosing new members would be considered confidential. But speculation is a wonderful thing. I would doubt any sisterhood would turn a prospective down without discussing reasons. To do so would be blind.
