Dropping

So I want to drop the fraternity I am currently pledging at due to the lack of organization. So once I drop is there a time limit I would have to wait before I rush somewhere else? How does that process work?

If its a NPC GLO, you must wait a year, ie: Formal Recruitment next Fall.

Have you communicated with your Greek Life office on campus about your concerns?

Check with your school's Greek Life Office or the IFC Office. While it's a rule of National Panhellenic that a de-pledged sorority woman must wait a year, I believe men's fraternity policies on this are set by the IFC's at each campus. Typically, they require you to wait until the next recruitment cycle, which in your case may be spring. Verify this, though, with your school's IFC. Their policy might be different.

FRATERNITY.

There are no organizational (i.e. IFC) rules covering it, if you're not initiated. What happens will be governed by your current GLO (for de-pledging) and the rules, policies, bylaws, and traditions of the other groups you try to rush. Each campus and each chapter is likely to be different.

Think it through. You've joined a group of men with nationwide membership; organization can be poor at one place (or, frankly, perceived poor - you're not privvy to everything yet) and strong nationwide, and it can be the opportunity for you to hone your organizational leadership skills. Or not. Your choice, of course, just think it through carefully first.

It's a good idea to look at the forum the post is in before responding . Seems like this has happened a couple of times recently, so a reminder is probably helpful for everyone.

This. And to emphasize: Remember that regardless of what the written rules allow, it could still be an unwritten rule in some chapters, or even an unwritten campus-culture rule, that they just won't consider anyone who has previously pledged a different fraternity and dropped.
