100% agree. I am have embarked on this path and am hoping someone with more NPC clout can intervene to right this ship. It's a mess!

This does not sound like COB; it sounds like a second formal recruitment with rules regarding party attendance in order to guarantee placement. Our Panhel at Pitt conducted 2 formal recruitments back in the 70’s before RFM. We had an upperclass recruitment immediately in the Fall with a lower quota, followed by a larger mostly freshman recruitment in Oct./Nov. Chapters needed to determine how many upperclassman to take and still leave room for freshmen and stay under total which back then was 50 + seniors. Total and quota are much larger now at Pitt after RFM was implemented. We used to have 3 large groups, 3 medium groups, and 5 small groups… now all are thriving!

You should absolutely speak with your NPC Area Advisor immediately. If you don't know who it is, contact NPC HQs and they'll tell you.
