COB stands for continuous open bidding. As with everything else, it depends on how competitive recruitment is at your school, and how big the chapters are.

If your school has a very competitive formal recruitment, with most sororities taking quota and reaching total, they would not be able to offer COB. *Only* sororitites who are not at total can go through COB. So if you're deciding whether to go through formal or to wait for COB, it may be worth it to go through formal so you are guaranteed at least a chance with each of the sororities at your school.

If a chapter is well under total after formal recruitment (or before formal recruitment if it's held in the spring), they will likely be doing a lot of COBing. They will offer events, dinners, hanging-out times, etc. to recruit lots of women. This will give you a chance to meet them, and for them to meet you, with less pressure than you might get in 15 minutes at a formal recruitment event. It may take longer for them to decide whether to offer you a bid. They generally expect you to meet the same standards as you would during formal recruitment, so if you don't have the grades to go through formal recruitment, sororities may not be able to offer you a bid during COB, either. You may have a better chance since you have more time to get to know them, but you may have no chance if the sorority is at total already.

If a chapter is only 1-3 women under total, they may not hold a lot of events or advertise all over campus. Rather, they may directly recruit classmates and friends and roommates of current sisters. Obviously, if you don't hear about the events, it's hard for you to attend them and have any chance to get a bid!

Best wishes on your recruitment journey!
