Quitting as a holdover.

I know that i'll catch a lot of flack for this but I have questions regarding quitting a fraternity as a holdover (I didn't make grades). I did make it through pledgeship, but I was never initiated, i was never a Junior Initiate, and I was never an active member. I have talked to the chapter president and he has ok'ed me quitting and I will pay dues so that I don't get sent to collections. Here is my question, since next semester I am transferring to another university which is closer to home, can I go through rush there? If so, would it be better for me to let it be known during rush that I quit as a holdover? What other steps should I take so that I do not get into any problems when I do rush at my new university? Any help would be great. Oh, and I am transferring because I made the wrong choice when I chose where to go to school.

In all seriousness, if you didn't cross because you didn't make grades, you should focus on academics before even considering going Greek.

Yes. You were never initiated.

You do not need to bring it up. But if asked, you should certainly tell them the truth.
