Right, but Alpha Phi was the second NPC to arrive on that campus. Tri Delta was already there. I don't understand how they can be open for expansion when they don't yet have a Panhellenic Council formed.

According to the "Green Book" - "When a second group is installed on campus, the first group shall notify the NPC advisor to New College Panhellenics so
that preparations can begin for establishing a College Panhellenic Association."
Perhaps your question is better directed to Tri Delta or the NPC Advisor to New College Panhellenics.

The same way schools without any Greek system decide to open for expansion - the Student Life director or another entity lets NPC know the school is interested.
I know that Canadian campi do things a little differently and that may also be a factor regarding a Panhellenic council's formation.

Kappa Delta presents tonight at Georgia Tech! Chi Omega presents tomorrow night and Kappa Alpha Theta presents on Thursday. Good luck to all groups! Can't wait to find out who will be chosen. The vote may be February 29th or could be pushed to March 7th.

Yes I was at the Kappa Beta installation. 95 collegiate were installed. It was a great weekend.

Alpha Sigma Tau closed their Clarion University of Pennsylvania chapter last December due to low membership.
