I joined my chapter as a junior (I had transferred schools). You'll never know if you don't try. I've seen stories on this site of girls who went through and had a bad rush and then go back and have a successful one. Is rush there very competitive? Can you grab some recs at the last moment? How are your grades? Plan your outfits, practice some conversation, look polished (not saying you aren't already). Recruitment is all about first impressions, a lot like a job interview.
