And what costs are associated with joining one? I also heard that some Fraternities will even take SBCC students as inactive members reserving a spot for them until they transfer. I don't know how true the last part is, but can someone help educate me on this?

UCSB graduate here. It's a great school! Some of the fraternities at UCSB accept SBCC students, though that in and of itself isn't a guarantee that you would be offered a bid, obviously. The fraternities that do this have varying types of membership for SBCC, some perhaps what you mentioned. Fraternities at UCSB certainly accept transfers--the university gets a lot of transfer students, especially from SBCC--but it's not guaranteed.
I would say focus on getting amazing grades while you are at SBCC, so that you can actually get accepted to UCSB. Don't fall too far into the Isla Vista party culture...
