She wants the poem for her sisters, not the PNMs. She is trying to motivate her sisters to be ready for recruitment, to give them something to think about during those long hours of set-up/clean-up, membership selection, parties, practice, etc.
There is nothing wrong with a prewritten speech/poem. Plenty of prewritten material says exactly what someone wants to say, maybe even more eloquently. I'm sure writing a long speech/poem will take up what little time she has after she fulfills her duties as recruitment chairman and will probably unduly stress her out. I'm also sure this is not the only motivation activity she has planned.
I can't offer any suggestions right now, but I wish you luck during recruitment.
