a lot of what it comes down to with recolonizing a chapter is the alumnae support. the cincinnati alumnae chapter has flat out said they don't care to help alpha iota (miami u) recolonize b/c it is very inconvienent to travel to miami.

as for the efforts to keep a chapter alive, well, i have to say that majority of the time nhq does a pretty good job of this. we had every single field consultant and a few staff from nhq helping us as well as about 6 chapters from around the area. unfortunately, even with all of our efforts, we only got two girls on bid day. we were given a letter of challenge and had a certain number to get up to by fall of the following year, but we decided as a chapter to close.
on the flip side though, the kappa gamma chapter was essentially forced closed and this caused quite a fuss around here (dayton).
