Am I reading this right?

There's a Sig Ep colony opening up at my school in fall, and this is on the SPE national website:

Is this just for the colonizing class, or is this all the time? i.e., if someone goes through rush they have to have a "rec" to join? Plus, what if the faculty don't want to recommend people (i.e. they don't want Greeks to grow) - or is this just a rubber stamp? Help the confused girl...thanks.
