At every campus I've ever assisted with, PNMs have to attend the maximum number of parties for that round. So, if there are 6 parties that round and they get invited back to exactly 6 houses, they
cannot cut a chapter.
There may be some campuses where PNMs can always cut a chapter during formal recruitment, but I'm pretty sure the majority require you to maximize your options.
