He was already due somewhere around $14m per year. Word is that he was asking for at least 10. For that, you need to be a starter and a starter for awhile in the future. He was better than he is now, making some teams think he's going downhill. Speaking as a Browns fan (I know, have a drink for me), we wouldn't entertain him because he's older, we have been desperately searching for a career QB for so many years it's not funny (see here, and it's not even updated yet:
