It definitely sounds like the SAT folks are trying to stem the tide of losing significant market share to the ACT. It used to be that ACTs were mainly used in the Midwest and maybe the West? Nowadays, pretty much all universities accept the SAT and/or ACT. The four hour SAT test is tough to do, especially if you get the writing section before the math or english sections.

I hated the SAT and the darn word association questions- if green is to steeple, then what is popsicle to a)bulldog b)Haley's Comet c)Reverse Polish Notation d)Dolley Madison. Woof. I did much, much better on the ACT, and so did both of my kids.
