Is that ALWAYS the case? Let's say, for example, total is 100. They go into FR with 75 and quota is 25. They make quota, they are at total. Now, 23girl drops, and they COB one girl to get to a total of 100. If she changes her mind, can they take her back? Then the chapter would have taken 26 women and be at a total size of 101.
