Two positives about legacies being defined and identified: legacies tend to strongly understand the ins&outs of sorority life and recruitment thru their sorority connection(s). And a chapter may choose to match a rusher legacy with a rushing legacy during recruitment.

Between three Pi Phi women I know of there are eight daughters, NONE of which joined Pi Phi despite a Pi Phi chapter being available on each campus. Those who've read GC over the years know carnation also has no Pi Phi sister to treasure among her numerous legacies.

But however an NPC group chooses to define/redefine legacies, there never has been an automatic lock that said legacies have been asked to join their legacy group.
