The sorority girls wear jerseys with khaki shorts or skirts first round, but are you saying that some girls wear their recruitment shirts first round?
Anyway, down here it's a big thing to wear t-shirts with knee-length denim skirts. I was actually talking to a friend of mine from C of C, and she said they do the same thing. It's kind of odd to people who don't do it, I guess, but it's pretty standard here. I only own one pair of jeans, and only wear shorts when I absolutely have to, but I do wear t-shirts a lot, so I find little creative ways to wear them (like a sweatskirt).
