It may be that the Panhellenic wants to see the vision of the group for the colonization process. This would include learning about alumnae involvement/support in the area, how the organization plans to make an impact on such a large Greek campus, how much homework the group has done on that campus, the financial support of the organization etc. All these factors can play into the success that a colony would have.
Just like an org would not want to commit to a university in the context of not being able to succeed, a university may not want a group coming to campus that does not have all its ducks in a row either. They don't want the students of that campus to pledge, potentially get initiated, and then see the colony fail because the organization wasn't adequately prepared to succeed on that particular campus.
In other words, both sides need to do their homework to ensure that the match is right for a successful colony.
